Public Record Act Requests
The public has a general right under the California Public Records Act (CPRA) to inspect and/or obtain copies of public records maintained by all state governmental agencies, including Covered California. (Government Code Section 7920.000 et seq.). The information below provides guidance on how to access public records from Covered California.
What Records Are Covered?
Public records include any writing prepared, owned, used, or retained by Covered California in the course of its official business. "Writings" can be in various formats, including paper documents, electronic files (e.g., emails, PDFs,), and audio or video recordings. (Government Code Section 7920.530(a)).
How to Submit a PRA Request
To request public records, please provide a detailed description of the records you wish to access. If you do not know the exact name of the record, describe it as specifically as possible based on its content or purpose. This will help us identify the documents you are requesting. Covered California encourages all requests to be submitted in writing or by electronic mail to ensure accuracy in responding.

Response Timeline
Covered California will acknowledge your request within 10 calendar days. If Covered California has responsive records, we will let you know how and when the records will be made available. If additional time is needed (for example, to locate records, consult with other offices, or review large volumes of documents) the response time may be extended for up to 14 additional days. You will be notified of the extension and the reason for the delay.
If records are confidential or exempt from disclosure under the law, Covered California will explain the reason for withholding or redacting them.
Inspecting Records
Records can be inspected in person at Covered California’s Sacramento location at: 1601 Exposition Blvd, Sacramento, CA 95815.
Inspections are available during regular business hours (8:00 a.m. to 5:00 p.m., Monday through Friday). If retrieval, review, or redaction is required, Covered California will coordinate with you to schedule a mutually convenient time for inspection.
Fees
No fees will be charged for: inspecting records in person; reproducing records using equipment provided by the requester; for Covered California’s cost to search for, review, or redact records; or delivering electronic records via email.
The fee for duplicating records is $0.10 per page for paper copies made by Covered California or $1.00 per CD or DVD for electronic records provided on these formats. First-class mail is free unless duplication and mailing costs exceed $5.00. For costs over $5.00 or special mailing requests, payment must be made in advance.
If retrieving records requires custom programming to extract electronically stored information, additional fees may apply.
