Covered California Monthly Effectuated Enrollment Reporting

The Membership Dashboard reports monthly counts of consumers enrolled in a Covered California health plan since 2019. Effectuated enrollments include consumers who have paid their first month's premium following plan selection; this is also referred to as "active health coverage". Data is refreshed monthly and includes counts of effectuated consumers as of the date of publication.

Following the expiration of federal enhanced premium tax credits (ePTCs) at the end of the 2025 plan year, 2026 data will track changes in new effectuations and terminations as the year progresses. Termination rates throughout 2026 may increase compared to prior years as consumers may be terminated for non-payment or may decide mid-year that they can no longer afford coverage. Termination data may take up to three months to fully settle as carrier transactions are processed, so data will be refreshed monthly with new months added after a three-month settling period.
