CalHEERS Requirement Process and Requirements Document
The CalHEERS sponsors - Covered California and the Department of Health Care Services - are inviting public comment on the requirements that will be used to design the new Information Technology system - California Health Eligibility Enrollment, and Retention System (CalHEERS). These are the business/functional requirements that are detailed in this document.

Stakeholder Advisory Groups
The California Health Benefit Exchange strives to assure that it engages a broad range of stakeholders to inform its policy development and shape the implementation of the Exchange. At the September 18th Board meeting, the Exchange Board adopted the proposal to create stakeholder advisory groups for plan management and delivery system reform, marketing outreach and enrollment assistance and the Small Employer Health Options Program (SHOP).

Covered California will host a webinar to provide an overview of our evaluation planning effort that will assess our impact on coverage expansion, access to care, health outcomes improvements and other critical areas. November 7, 2012: Level II Grant Application, Blueprint Application and Revised Marketing Plan - Webinar
The California Health Benefit Exchange will host a webinar to provide updates on the Exchange Blueprint application and solicit stakeholder input on the Level II Establishment grant application including planning for financial sustainability, marketing and outreach efforts. August 21, 2012: Stakeholder Webinar on Service Center Options - Cancelled
The Exchange had announced the possibility of having a Webinar on the Service Center options and recommendations in advance of the Board meeting. Given the short time available, the Exchange will instead distribute material on this issue by Wednesday and have the discussion as part of the full board meeting.

The California Health Benefit Exchange seeks input on qualified health plan contracting and delivery system reform strategies it might implement to foster better value and enhanced quality in California's health delivery system. To assist in the development of these strategies, we are soliciting stakeholder feedback as described in the question document below.

California Marketing, Eligibility, Enrollment, and Retention Stakeholder Input Process
The California Health Benefit Exchange, California Department of Health Care Services (DHCS), and the Managed Risk Medical Insurance Board (MRMIB) are working in close partnership to develop policies for marketing, eligibility, enrollment, and retention for the millions of Californians who will be eligible for coverage under the Affordable Care Act in 2014. To assist in the development of these policies and consistent with the AB 1296 public comment process, we solicited stakeholder feedback through written comments and in small group session.
